What factors should be used to measure child poverty, especially in BME communities?

You may be aware that the Government is currently consulting on what factors should be used to measure child poverty.  Currently, income is used to assess whether a child is in a family that is below the median income and as such living below the poverty line.

The consultation puts forward several dimensions that can be used as a multi-dimensional measure of child poverty:

  1. Income and material deprivation

  2. Worklessness

  3. Unmanageable debt

  4. Poor housing

  5. Parenting skill level

  6. Access to quality education

  7. Family stability

  8. Parental health

As part of the Strategic Partnership role with the Department for Education, Race Equality Foundation are pulling together views to respond to the consultation.  Given that some minority communities are disproportionately affected by poverty, Race Equality Foundation feels it important to raise issues for black and minority ethnic communities within this consultation.
